looks like this is part of the harness. People will take free flight classes with their bird, this is so the don't get to far and become lost or can be separated if there is an disagreement with another bird. It is good exercise for the bird and some fresh air and sun outside. They are holding the bird the correct way so it doesn't hurt itself while putting it on. The neck could be a softer material like the rest of the harness
