Cutting Concrete Blocks with a Chainsaw?

So It does not allow water to pass through... So what type of cement would one use to make a front porch & four sold steps,as compound? Will it be durable in winter climates? How big are the blocks and what are the cost of each? Yes, I'm still disabled & can't do the job on my own and still trying to find an honest, none greedy person to aid me to get my front stairs fixed.
