I feel a lot of that was because of how Snipes portrayed Phoenix as "evil with standards". He was nuts by normal metrics, sure, but he wasn't an unhinged maniac. If you weren't a direct threat, he generally left people alone unless he was trying to make a point. That's not to say he wouldn't just kill you, but he tended to not be indiscriminate. He also HATED Cacteau (can't spell his name) for how he was a lying hypocritical manipulator. Phoenix was open about who he was, which is why it's shown (at least in my opinion) that he doesn't have anything against John Spartan personally other than they're two opposite forces working against one another.

I like how one officer seeing the situation unfold tried to adapt and learn the perp's fighting style. I mean imagine from his perspective, this was something he has never done and never been trained for, they don't even face this in their civilian life. Also when he thought the perp surrenders he immediately stopped fighting, that was cool.

Spartan is the rugged libertarian individualist whereas pheonix employs technology to control people in the brave new world. The more questionable undertone is the racial one. Pheonix being black, spartan white.

He had two guns, an automatic gun switch, meth and marijuana and they babied him during the swat holdoff at his house. They literally had a robot following him around the house trying to get him to surrender. If the dude was black they would've had the robot filled with explosives.
