Does anyone here know why JNR used these 蒸気機関車 for such a long time into the mid 1970's?

I had a feeling it was something to do with that. Coal was one of Japan's few natural resources.

Oil is not excavated almost in Japan、so Coal was used as an energy source. Japanese industry was damaged by the World War II. We have finally recovered in the 1970s,we were able to import the oil by trade. Until the 1970s after the end of the war, many industrial, power generation, transport was maintained by domestic coal. So we used steam locomotives until 1970s.
