Generally, all anime studio got limited or lower budget to make or produce their first season anime. It’s like a test water or lab rat kind of stuff. Then they will see how well the anime is doing or received by the audience or public. Then starting from the following season or movie, they would seek for higher budget or larger funding to enhance the quality of the following anime. But it also depends on whether it’s still the same studio running or operating the same anime or not. There are times when they had changed the studio, the vibe, story content and quality of the anime will go haywire too. For example the first season is very good. But the second season sucked or down to the drain😊

Actually, since movie and episodes 2x02 to 2x07 are quite redundant, it's better to watch 2x01, Mugen Train movie, then engage with 2x08, just because, without breaking mugen train arc, it conveys (in my opinion, at least) stronger feelings. But you can watch just the episodes, or both, if you feel like it.
