And actually being born underwater …. Is referencing the number 2 principle in supreme mathematics. 2 is equivalent to wisdom which is symbolic to EXPERIENCE and WATER. Water takes on the shape of whatever vessel it’s poured into. She’s saying she was born underwater or born with wisdom … with 3 dollars and 6 dimes. 3 (Understanding) the 6 (Equality) of the 0 (Cipher) …. She is the CIPHER. But a cipher can be any person, place, or thing. Water is technically a cipher. That verse she’s singing about being born in the cipher of wisdom. So she understands the equality of her cipher. PEACE!

The phrase 'neo soul' was originally coined by Kedar Massenburg in the 1990s to describe a particular style that was born out of soul and R&B. Far more eclectic in its influences, neo soul fused its soul roots with funk, jazz, fusion, hip hop, pop, and African music. Individual artist infuse their poetry, and/or philosophical into each piece.

To add onto what you said about the "I was born under water with three dollars and six dimes " is that not only is pisces the last part of winter but also the ending of the zodiac cycle as it approaches 360 degrees...representing completion. As winter ends, the snow transmute into water...preparing the soil (metaphorically) and the seeds (metaphorically) within, with the water, for spring...the "springing" or "birth" of life.
