For an extensive amount of time drowning did mean dying. However during the 2002 World Congress on Drowning (WCoD). Updated the definition to, "the process of experiencing respiratory impairment from submersion/immersion in liquid"

From Wikipedia "Drowning is defined as respiratory impairment as a result of being in or under a liquid. Drowning typically occurs silently, with only a few people able to wave their hands or call for help. Symptoms following rescue may include breathing problems, vomiting, confusion, or unconsciousness. Occasionally symptoms may not appear until up to six hours afterwards. Drowning may be complicated by low body temperature, aspiration of vomit, or acute respiratory distress syndrome." You can be drowning and not die, but being drowned is death BY drowning.

Supposedly that's an updated definition and, for most of the existence of the word, it did mean to die. It was recently changed because of the controversy surrounding "simulated drowning" and its use in torture. The body has the same reaction, even though no water is flooding the lungs, so it's technically still drowning. I'm not 100% sure, just relaying what I heard but that wiki definition supposedly only started a couple of years ago. Ultimate takeaway? The meaning of words can change over time depending on usage.
