Dogs are basically carnivores animal and they don't necessarily understand the veg non-veg classifications that we Humans have created. While veg food does contain some amount of protein but not as much as the non-veg food does. So veg food is only and healthier option for dogs if supplemented with other nutrients in proportion. However having said that, Shih tzu are naturally fussy eater and very stubborn too. They quickly adopt to a bad habit and feeding him with your own hand is one such case. One of the days, it is fine but should not be a regular practice. Keep the food for him for a certain amount of time and take it off, let him understand he needs to eat and eat within a time from a specific place in the house. If he doesn't eat couple of times, don't give up, as i said they are stubborn so you have to repeat the good practice. Play with him, spend enough time with him at least till 30 minutes before his meals. Let him drink water and rest for sometime before you serve the meal. If this doesn't help definitely consult a vet.
