While the cop was making large a small deal, the fact remains in rural areas with narrow roads and a single lane in each direction impeding traffic has caused the deaths of hundreds. When someone in front is doing 20 miles below the speed limit and has a pack of cars behind him, someone will eventually get sick of it and attempt to pass in unsafe conditions. Furthermore, impeding traffic, is not technically going to slow, there is no actual law regarding that.... impeding legally only occurs if you have at least 7 people behind you and you have not pulled over to let them pass..... Read the DMV book, it covers that area.... otherwise tractors, heavy equipment, and semi trucks would be getting these tickets all day long.
