Is it practical to get a vehicle or soldier to cover before reloading or looking to see who is shooting?

It depends. Theres this thing with soldiers where if they start reloading (depeding on the weapon) you can't move them for a second or two. And sometimes with tanks, you dont want to give up a position that you just took because something is shooting you (especially if the tank is disposable or has strong armor) but you're definitely right that sometimes it is better to back off
