I live in Michigan. Arguably, the US Capital of pot-holed roads. I get ecstatic when I drive on smooth pavement in this state. It's so enjoyable and so rare.

While I can appreciate the importance of building peaks, one must also fix potholes to provide a solid foundation for those peaks, lest it diminish their magnitude.

imagine the road has beautiful tunnel of trees, or has great signage on how to stay safe and provide direction, or has built rumble strips to provide fun musical notes... there are many ways you could enhance a road to provide an experience on a normal road. Edit: OP changed their original comment

Without fixing enough pot-holes to make a road a road, it doesn't matter how high your peaks are if the negative parts outweighs them. It is a balancing act. Disneyland has tried too hard to create amazing peaks while ignoring the potholes, that they have made me not want to ever visit again.

But, wasn't there a story about Hyatt hotels trying to delight customers with random acts of kindness and freebies and it didn't work, because they were ignoring the potholes? I'm a bit confused now. I guess you should fix the basics first, but not stop there. However, start with the basics and hurry up to delight. Still, don't ignore the basics!
