You make difference by changing government, not by throwing money at people.

I believe the greatest difference is made by changing people not government. But I agree that throwing money at the problem is not the solution, but using money to help people develop skills, tools, and knowledge where they change themselves from within is the long lasting solution. Government is not needed to accomplish this. They can help, but I think it takes the citizens and the public getting involved that can make the biggest impact.
