He's talking to the girl the whole time evidenced by the chorus "girl then I swear I'll take you home." so he refers to her as "you" therefore when he follows it up with "whether you want it, or not. whether you like it, or not." About 5 years ago me and my roommate were having a conversation about the lyrics of this song and to me it's about kids who pretty much grow up with a warped sense of romance due to having to raise themselves. Distant parents, no real contact with their peers, etc. Your typical alienated adolescents, a story as old as..modern society I guess. Just my interpretation.
