Even though Kiyo is a serial killer and were planning to kill to kill one of the girls from the start, I can't totally judge him for that. Toko/Genocide Jill is a serial killer, Maki is a assasin, Mondo isn't a killer, but according to him, he killed cops before. Fuyuhiko and Peko aren't serial killers, but I'm sure that they killed some people too. Except for Maki, in my eyes, Kiyo is the one with the "best motive" for being a serial killer.
