Fortresses in soul sand valleys (where the one he found is) and Warped Forests (the blue looking biome with endermen) are max difficulty fortresses because of how the spawning works. Soul sand valleys only have skeletons and ghasts spawning so the mob cap isn't being taken up. That means that the mob cap is free for a lot more mobs and so the mob spawn rate at soul sand valley and warped forest fortresses is absolutely insane.
