Honestly it only fairly recently became fully legal for blacks and whites to coexist in the same residential areas due to zoning (60's). Not all places in the US practiced this but it was very common.

He meant it as most of us do when we say we're from the other side of the tracks, as in one may be wild and forward, and the other reserved and giggly, streetwise and the other may not, one may be rich and the other not, one may come from the hood and the other from the suburbs, one is country, one is rock and roll, religious church goer, non believer, light and dark, black and white, etc., etc...
