Since sheev decided to intentionally make his suit weak to lightning which makes his life support system fail. This was a safty measure for when ani would eventually try to overthrow him, allowing sheev to give him a quick zap and warn him and if he does it again a effortless blast would kill vader. That's why he can't use force lightling, you can use the force with mechanical limbs as well.
