Quicksilver doesn't control time. He speeds himself up so that everything is in slow motion from his perspective. If any speedster controls time, that would be The Flash and any speedster that actually used the Speed Force, because they can outright time travel.

For those who say the Parr siblings will win ima say this Dash isn’t even sound speed or even close to sound speed, he’s barely Mach he’s barely faster than a bullet, quicksilver on the other hand is beyond the speed of sound and can make time clones of himself. Wanda will easily take down Violet as well, her magic is strong enough to break her Force fields and turning invisible wouldn’t do much, Pietro can rekt Violet before she does anything anyways.
