It has always been great. Some of the stuff my wife was doing with it in season 3 won us many matches. They buff things sometimes because people are not using them, even if maybe they did not need the buff.

I always keep the DR in my reserve during world tour to counter teams with turrets and mines. Those teams with multiple turrets just get invalidated. Using it during ranked definitely feels like a gamble
