I reached LVl15 And got the shelter box, I didn't do any quest or collected from inbox. I think the box is a lvl thing not a quest related task

You don't have to do Judas quests to get Shelter box. Just reach the level 11 I think or get to Judas questline but you don't have to do the quests. I did get access to shelter without finishing any of Judas quests

sheltllltllta box....i just put 3 sets of level 6 armor and block d 2f counter keycard since i seen gpus spawn in there...unless thats the wrong keycard hope it isnt lmao.

You can't get your account back... that's what a data wipe means.
