Same here I'm a Filipina and my bf is a Taiwanese. We live in the same town here in the Philippines but he barely knows Tagalog. I'm starting to learn Mandarin but I'm too lazy at times hehehehe. But I already know how to speak and read a lot of the basics. My problem is my listening skills when a native speaker is talking. They talk so fast it's hard to understand.

Well... . As a Taiwanese, I've never had a chance to date a woman from Taiwan. I've been living in many Western and Latinamerican countries. Therefore, I've always dated women from those countries. It seems that dating a Taiwanese woman is pretty interesting, as well as very hard, though. Wish I had a chance to bump into a Taiwanese woman. As a matter of fact, I'm too romantic, who loves writing poems and songs to the one I love. I don't think I'll be able to cope with a Taiwanese woman or any Oriental girls. 😊

Generally speaking, it is obvious to see whether a Taiwanese guy likes you or not. Mostly, they will be willing to do you a lot of favors, and keep asking you out. If a guy just says "I love you" without any further actions, it sounds like a red flag to me cuz he might not be serious. Don’t just listen to him, but carefully observe what he actually does to help grow the relationship between you two. Another suggestion would be "Don't sleep with the guy too easily if you really like him." Hope my answer helps.

Ooh… I doubt that the Taiwanese guy knows that your brother’s wife is married already. I don’t believe that there is a law in Taiwan saying that Taiwanese people can marry a foreigner who has been married abroad. However, it is also difficult for the local people and government to find out whether the foreigner has been married or not.

I would say “yes, most Taiwanese guys are like this.” Even though some Taiwanese guys do date, it’s more common for Taiwanese guys to confess themselves, like 告白 you said, and hope girls commit as well.

Easy way to think about it. Imagine traditional Chinese culture (let's call it TCC) - this is very traditional spanning back many centuries until let's say 1920. 1. China - take TCC and mix it with the influence of Mao Tse Dong 2. Hong Kong - take TCC and mix it with the culture of the UK (since it was a colony for quite some time). 3. Taiwan - take TCC and mix it with the culture of Japan (since it was a colony for quite some time). That's why you'll find many similarities but yet things will also feel quite different.
