I think you got it wrong. The malays/muslims administrators, enforcement agencies etc know that it is practically impossible to follow all the requirements of business, contracts etc. The other parties are thinking of their survival. Out of no choice, they bribe and it is whole heartedly accepted by the malay/muslim administrators , enforcement agencies etc I leave it to you to decide if this arrangement is deliberate to enrich the malays/muslims concerned.

Corruption not only benefited this Dato. It's the quality of work & materials done on the highway that will show restraint after few months. Pot holes & unlevel road is a common fator. Also deep ditches are form due to less stones & sands therefore we can see a kilometer of unlevel surface after a month or so.

Secondly, corruption is a personal trait of a person's sense of being an unjust and unaccountable human being, influenced by the society's cultural norm. Instead of looking at oneself in the mirror first before putting the blame on others, is what led to personal moral failures, such as lying, envy, and anger. When a lot of people in the society does not take justice and fairness, humility and diligence, as valuable standards in their own personal lives, then that society will not foster a governance system that builds institutions that are less corrupt. Why is Singapore obviously less corrupt, when its races are similar to that of ours?
