It's bizarre. I'm reading that this is because they retired the previous set of cards last year. I think we should've seen new character cards being 5 films along between "Despicable Me" and "Minions" then. But I think there's fallout with the studio and related entities to the game. NBC Universal had unique ideas for what to do in the film industry based on the pandemic that weren't welcomed by all and this could be part of the backlash of that. As to the cards, we got all but the rare 7th one last night.

the local arcade near my vacation spot (arcade bee in poland) literally didnt even have a single peanut butter & jelly card, how do i know this? well basically i got like 35 or so jelly cards and then the retired cards just started to come in... and ONLY the retired cards, meaning not only did they run out of all the jelly cards, they probably printed little to none peanut butter & jelly cards which made me really angry about that to say the least will say some complaint about it in a day or two but wow i thought it was just gonna take a while and not turn out that peanut butter & jelly cards literally werent printed at all

Arcades purchase the cards from the manufacturer of the machine. Depending on how many cards they purchased, they probably only received 1 or 2 rare cards. If the customers are mostly tourists who only visit the arcade once of twice, tourists tend to keep the cards instead of cashing them in. So yeah it is likely this arcade no longer has a rare card to win. I’ve been to a small arcade who ran out of minion cards, didn’t want to buy more, so they just put in generic room key cards in machine instead
