Kinda. You have to let your passive drop off before it fully stacks so you don't push the wave. It takes a bit of getting used to, and it isn't always doable depending on how quickly you need to last-hit. I've let minions die without hitting them if I'm trying to freeze and my passive needs to drop off. Also, it's easier if you're going tank/bruiser since your passive isn't as strong.

IMO, it can't snowball as well as AP. Feels super weak in the early game in comparison until you get Flickerblade, and even then you're weak because you don't have much AP, don't have any defense, and you have to last long enough to get your spells back off rotation to get the value of Flickerblade. You're virtually unbeatable 1v1, but team-fighting is rough until you get some defense. Personally I don't like it nearly as much as going bruiser or tank, but it is a fun build and absolutely pops off in the right circumstances.
