David Ferleger, J.D. of Philadelphia, PA, has a national law and consulting practice, specializing in public interest, civil rights and disability law. This interview was conducted April 6, 2011,
"Civil commitment in institutions and the development of the least restrictive alternative. The Supreme Court first looked at what happens when people are institutionalized in the Robinson v. California case in 1962. The court said we can't punish people for an illness or a mental health condition..."
