It's because he committed his offense nearly 20 years ago and shouldn't have to carry the burden of something that he has very likely long changed his ways from. Stephen Conlon I think it’s a mental illness, my sympathy stops when they start abusing, either looking at images or abusing people themselves. Though the act of looking at images is also abuse. We have to find out how to help these people, to stop them abusing in the first place. We need to get to a point where they can come forward for help, trouble is many don’t think what they are doing is wrong. I’m afraid I don’t think you can ever trust anyone who abuses, ever.

Yall think you can fix them and the lap that up so they can get close to another victim. Wake up. Give the victims help. I guarantee alot of those mentally I'll and self medicating homeless were abused by this scum of the earth. Look in their eyes. A little understanding of a sex offender's living situation will go a long way. For one, showing him forgiveness, no matter how hard, might cause him to express remorse more easily. If we keep shaming him mercilessly, on the hand, he's not going to want to share his remorse at all; because he knows he won't produce any positive results from trying to rehabilitate. I was a victim of sexual abuse. I would feel much safer knowing he was in a house and not homeless. If he has a home, his parole officer can pop in for surprise visits to make sure he isn’t looking at child porn. They can make sure he doesn’t have any items that could be used to entice a child. Also, sadly we have children who are homeless. Sex offenders seem like the nicest people ever. That is how they seduce their victims. I have a lot of anxiety and anger toward the man who abused me. Lucky for me, he died. But it left me with PTSD and anxiety. Just knowing that this man is homeless and wandering around makes my anxiety worse. I would rather him be in a house. That way he is a lot more accessible to law enforcement.

I was first sexually abused around the age of two, the first day of my abuse was the day of my death and for the past 27 years I have been carrying around the corpse of a little girl. He paid his price to society, yet his victims some who may likely be homeless themselves get to carry life sentences. Lock them up, put them on an island, keep them away and off the streets.

Well Jack, when a child is sexually abused that trauma forms an emotional response around that event. I actually recall memories around the time of my abuse much more clearly than I can ones a few years ago because the trauma was so much so that my emotional response basically made a map of the event thus enabling me to go into dissociation regression and eventual shit hitting the fan when it all came back out as an adult and the map resurfaced allowing me to relive my trauma every day. My abuse started around the age of two it didn't end until 7 so that's how I remember. I also think it's important to remember that many of us survivors have more than just our own memory and word to support our story.

That is correct. I was a corrections nurse. The best and most polite and cooperative inmates, were sex offenders. That is how they obtain their victims. VERY manipulative and they are the first ones to complain about thier living conditions in jail, get real intellectual and say they are going to offend again if they don't get what they want. Deep down, they dont think what they did was wrong, they think that screwing kids is normal, and they play victim all the time in jail and demand special privileges because the other inmates are harrassing them (poor babies). Tier three is bad. He probably had sex with family members OR multiple victims, for ex:a youth group offender that had multiple counts or incidents. This man is full of s##t. He will sound so very very convincing but make no mistake. He WILL repeat, whether homeless or not. I'm sorry, but we are talking about a child. A child!!!. I don't care if it is two days, two years, or two decades. He preyed on a CHILD. I worked in pediatrics as well. You want to be real with it? How about, when a two or three year old is being treated either vaginally, orally, or anal for an STD or HIV, that a sex offender gave them. Something they could have for the rest of thier lives!!!! As a person against perversion of justice, and acknowledges some of the evidence of physiological and people's choices, this is likely true. As a person who knows a bit of how biological life works, one thing is true though, these are human beings. I do not think retribution is ever the answer even if the victim wants that because quite frankly, there is evidence many victims can heal without needing it. Norway justice system is meant to be about rehabilitation, some might call it "restoration justice", and guess what? The country has one of the world's least re-offending rate. And because of the risk, isolating those, even tier-3 sex offenders is in some way a complicit to creating more victims which is terrible. A society that truly follows justice rehabilitates people instead of 'traditionally punishing' them. Period. No exceptions.

The point is leaving sex offenders on the streets increases their chances of offending again. I had a hard time with this interview. I wanted to slam him to the ground! He gave me the creeps! But in the homeless services sector, it's hard to find support to get sex offenders off the streets. Many people think "let them stay homeless. they deserve it" and while homelessness is hell, it's not a place for anyone and most certainly not for sex offenders.

It's unfortunate what happened to you. I was all but sexually harassed at a very young age myself. However, he (David in the video) shouldn't carry the burden of what your predator did to you. I think a lot of times people forget that we need to assess each individual offender for their own specific case and situation.

This was such a unreflective comment section so I just have to give my two cents. First of all; Yes, he is messed up for doing what he did, he probably was before that and probably still is. A huge reason for why so many of your people turn out criminals is, in my opinion, because your country do not care about all their citizens. In most cases only the ones born into opportunities and resources are appreciated and looked out for. Every one else has to fight to pretty much keep even their human rights. Sink or swim, baby. I often think your «worst» citizens is a reflection on your country, at least that fits the US. So, not only do your country ignore you and your needs before you even commit a crime, it also does after you do it. No help, no rehabilitation, no real justice in the long run for anyone. Just the fact that the majority of US citizens believe in the death penalty shows us that you just want to sweep it under the rug and ignore the real problems. They don’t really solve things in US prisons, if you haven’t noticed. I’m rooting for you America, but this ain’t it. Dare to actually look, don’t just ignore and kill of all your problems cause you won’t learn anything from if. Greetings from an annoying Scandinavian.

Good grief, this comments section is absolute aids. Humans love to hate and cannot be trusted to forgive. Like Tommy lee Jones in men in black said, "humans are dumb panicky animals" There really isnt a situation where people will accept the concept of remorse from a figure of hate, humans are too rigid. I think this guy is legit. If it was a young of a different species, humans would condemn it for a while but there isnt really the demand to remember and focus on it what with registers. There is no evil just what's popular to love or hate. Humans are not even allowed unfavourable opinions because of raw fear.

My argument was that he is still a threat to society. I listed justice as one of the four _supposed_ reasons for incarceration. Nowhere did I say it would have any bearing on this situation. Why are people hellbent on his side-mention of a vacation? Humans want vacations, whether they're good or bad. Your criticizing him for this will not stop his human desires to want a vacation; neither is your criticizing his lack of verbally mentioning regret going to nullify the real possibility that he might very well be remorseful. (Just because someone doesn't say something doesn't mean that they're not. Furthermore, I would like to think that the traumatic experience of hurting someone would affect a person 10 folds. He's a human, so I would think there was some guilt he felt.) Quite childishly vilifying him for breadcrust.

I hate to state the obvious here but there really isn’t enough resources (affordable housing, jobs etc) to go around. Combine that with the amount of homeless people who are on the streets medicating themselves with drugs and unable to function in society- in many cases due to early trauma and abuse. Are all humans equal- yes. But faced with the choice of who to house and feed I would hope that the sex offenders would be the last to be taken care of. Sex offenders made the choice to abuse and take away the innocence of another human life, victims did not make a choice to be victimized. Society should prioritize accordingly.

Not at all. The point is, sex offenders homeless are at a greater risk of hurting more children, which is horrible. I know some people feel homelessness is a punishment, but in this situation, it’s a risk.

He's not finished paying his debt to society or he wouldn't be on the registry for life. He deserves to pay for his crimes the rest of his life. It's not like he's someone who ended up on registry for pissing outside or dating a freshman when he was a senior. This dude I can gurantee has multiple victims to be a tier 3 offender. We have so many other people that deserve help. But it's not society's job to make sure this guy has a home and/or job so he doesn't re offend. He should put himself back in prison if he thinks he's at risk without a home until he's able to figure it out

I have no sympathy for him either, but these residency laws are crazy. He needs to be housed and have a job so he can be monitored more effectively. Him being homeless and constantly moving around makes it harder for him to be tracked by law enforcement. Keeping him on the streets increases the danger for everyone.

I had a psychology professor who was very an established author, researcher, and clinician and while she was very curious and eclectic about human behavior, she was very vocal about her not being able to accept a clinical patient who was a sex offender and/or specifically a pedophiliac. I can understand this very much so. Sexual crimes are a very sticky topic. While I'm SO curious and interest in offenders' thought patterns and behaviors, it's very, very hard to look past those types of crimes.

I think more than some decent debt has been handed the victims; who, mind you, probably wish to move on; and wish for people like you to quit reminding them of their trauma. That aside, crimes as manslaughter and assault with a deadly weapon causes trauma that will stay with the victim forever. You don't seem to say that the perpetrators of *_these_* crimes are at the mercy of their victims deciding whether or not they (perpetrators) get to move on. (Hell, people enjoy talking about the bravado of these kind of violent predators in prison; never mind that there are real victims of assault/manslaughter/murder who are either suffering, or have family members who are.) Yes. I think he should be in jail. There are actually very few people I would put in jail, way fewer than the government has determined should be behind bars. I would say alternative measures is reasonable for many crimes compared to prison. IMO only Violent offenders that are likely to reoffend and people who have committed a sexual assault should serve long sentences. As you say it's on the taxpayers dime. The goal is to protect others in society(people who play nice in the sandbox) . I personally believe punishment is secondary. As the below comment says. "He paid his price to society, yet his victims some who may likely be homeless themselves get to carry life sentences. Lock them up"

@Rise Over here305 Just look at him. He has all the hallmarks of an old timey grifter. He trims his beard nicely, wears a vest and a fancy hat. It's vanity and narcissism. It shows he never grew up and still cares about vain things, even as a homeless person. And people who have that after being what he is, are never remorseful. People getting out of prison say the things he said because they think that's what the parole board wants to hear. It's not enough to say "I did wrong. I've served my time, that's my debt repaid", he had to add some flair to it like, "I don't want a second chance because that represents a potential to fail again". The irony is that he acknowledged that he could fail again. Which might sound noble, but what it really says is he HASN'T changed, not even as an old man. Everyone knows old men don't have a lot of sexual prospects, so at that point, there shouldn't even be a temptation to fail nor should he even find himself in such a situation to be tempted.....unless he still has the urges to do it. Which just hints that the lines he told to the parole board were merely misdirection and manipulation. It's the classic, "I was a bad bad boy, but I won't be a bads boy no more if ya just lets me outs because I's a learneds my lesson masta boss mans!". Any time a person goes into a prison sick minded criminal and comes out speaking like a philosopher, is a HUGE red flag.

@Rise Over here305 Does he look like he has money to attract a young woman? Old men and young women isn't as common as you think. In general, old men have much fewer sexual prospects/chances than younger men. He was in prison for 13 years and homeless. That makes him have even less prospects. What's he going to financially compensate his victim with? But this is all beside the point. The point is, he's an old homeless man who clearly cares heavily about his looks, and while that might seem nice, the truth is it says a lot. A man looking that well trimmed and dressed, should have no problem finding a job, even as a sex offender, there's some degree of work he could do, even if it's just moving boxes in a storage room. So why doesn't he take it? Because it's beneath him. He's too good for it. Again, narcissism rearing its ugly head. He would have more of an excuse for not finding a job if his appearance wasn't well kept, which again, says a lot. He's also probably homeless because he doesn't want to live in a home because he doesn't want to have to go register and make the loop of shame around the block where he has to tell neighbors he's a sex offender, which also means people will have their eye on him. Why wouldn't he want people to have their eye on him if he's a reformed man? And the other reason can simply be because being homeless allows him to have an excuse in being places he shouldn't be, at times he shouldn't be. It's about having an alibi. When you have a registered address, there's all kinds of rules on offenders, even curfews. Being homeless avoids all of that. So if for example, police stopped him within X distance of a school, he could easily feign, "Your honor, I'm homeless! I didn't know a school was over there! I don't live in the area!". And that's likely why he still keeps up his appearance, because he wants to blend in. People notice homeless people, even if they don't acknowledge them. People don't pay much attention to an old guy who keeps up their appearance. Why would he want to blend in....unless of course, he has ulterior motives other than just wanting to look nice. There's only two types of long term homeless people: People who have given up, or people who are exactly where they want to be for one reason or another. All the factors here don't point to a man who has turned his life around, all the factors here point to a man who has never changed.

I don't agree with the registry. It's counter productive and doesn't do a thing to make the community safer. Public urination gets you on the list in 13 states. 29 states require registration for sex between two consenting teenagers. 32 states require registration if you get caught streaking on a campus or at an event. Once you're on the list it is almost impossible to get off and you have incredible restrictions on where you can live. Not to mention it's almost impossible to get a job.

This was a very interesting perspective to see, but what I don't understand is why homelessness affects the likelihood of reoffending. If the person if fully regretful then why would they reoffend? Im not saying this study is not true, or that they deserve to be homeless, but I would think that the likelihood of reoffending would depend on the persons mental state and personal growth after their time in jail, not on the person having a shelter- just curious to understand

KatieReid It's as simple as this: you treat someone as nothing but the worst, he will act like it. Society's not giving his piece of mind any other option; he will start to believe what he consistently hears about himself. When he's out on the streets, unmoderated by a concerned community, see just how much easier it is to sneak someone away into a hidden places that's shy'd away from the population. A house/appartment/condo, on the other hand, is not away from the population. People know and see. A functioning living space also encourages an offender to be more productive in life (if his community also supports it; which they should learn to do, no matter how hard). This, combined with the shame from a past conviction, should nicely reduce the likelihood of reoffending. Hope I helped answered your question.

Well, looks like you got your wish: Some sex offenders froze to death in a few regions of Northern USA during last Winter, because the Salvation army and other homeless shelters closed their doors to sex offenders, despite the snow storm and avalanche. What was one of them guilty of? For having consensual sex with a teenager; while the law in the country stated that she (teen) cannot *_legally_* consent. Hardly predatory, from what I read. He had a beautiful future ahead of him. Still had so much life to live. (Sidenote: travel to Europe, and all of the sudden it's legal in most nations.) So, your prayer was answered. I was molested at 6 years old by two much older females. I was harmed for life over that, I will never forget it. That is one of the few things I cannot forget. I did not return the abuse to anyone. I could never harm a child. The worst of the worst belong locked up forever in my opinion. It will take only a moment to ruin a child’s life by raping them or molesting them. If they have no place to go they should be locked up, not running the streets.

Thought long and hard about this-, i really didn't know whether to comment or not but here goes....... I'm all for human rights and rehabilitation i consider myself quite liberal, however some crimes are so severe and the offender such a risk to the public the best option is to not let them out of jail.They effectively lose their rights. The talk of homelessness and joblessness is in all honesty a completely mute point in my eyes, humans don't live forever so trying to solve the issue doesn't really wash with me. To me it seems paedophilia is an innate problem within some humans make up > paedophilia has been well documented in Roman times and probably before. It s never going away no matter how bad Dr's and scientist want you to believe they can rehab someone. When we release a sex offender all we allow for is the chance to re-offend.

This man regrets his past mistakes and as human's we all regret our own mistakes. However I found it extremely difficult to sympathize with someone who sexually preyed on a young boy. According to Ohio law: The most severe sex offenders are given a Tier III designation. Lifetime address registration, and must verify the address every 90 days (3 months). This tier includes sex offenses that range from rape, sexual battery and murder with sexual motivation, to kidnapping of a minor to engage in sexual activity, to unlawful death or termination of pregnancy as a result of committing a felony with sexual motivation. So did this man rape a women, sexual battery or raped a young boy? If it was a young boy I don't think its fair for young children to be exposed to danger by allowing people like him to walk the streets. Society has a duty to ensure the protection of children against molestation or rape. I can just hope that this man doesn't repeat his mistakes.

Genuine question: I don't really understand how giving him housing will decrease or even prevent further offenses from his side? It will just give him the opportunity to not only endanger children outdoors, but to also groom them online (which he cannot do when he's homeless.) It shocks me to read the nasty comments here. We all have the capacity to change, and so he should be given that opportunity. I know some of you are going to say, well what about the victim etc etc. That's something we can't change. Let's focus on what we can change... Yes, and by the way, I have been the victim of sexual abuse. It was an horrific experience for me because it happened when I was very young. I also experienced the same thing again in my teens. Still, I am not full of hate. Please, just give people a chance. We victims just have to learn to live with these things the best we can. But being full of hate for people like this will not solve the problem.

What makes you think that people like this can change? My understanding of pedophilia is that it can not be cured, only controlled (and then only in certain individuals). The recidivism rate for pedophiles is quite high indeed....and despite the protestations insinuated by the presenter, it has nothing to do with whether one of them is homeless or not. A Chen alright no matter what if you make a decision like he did you will have a lifetime of consequences no matter what. Yeah there should be more help for ex cons to get in there feet. But an ex con like him even with the hypothetical help say they give him a year of reduced housing and get him working etc. he NEEDS to be in a sex offender list till the day he dies so that is a lifetime of consequences but we can help reduce them once time is served to lower the chances of him re offending. Also hopefully he feels guilt and remorse for his actions so again there’s another lifetime of consequences he can’t escape from no matter how much we help him to reintegrate.

This offense has happened more than 20 years ago, and he hasn't reoffended since; and, I haven't seen research that shows that that loketime registry is the effective cause of that. (Lifetime registration is based on society's fear.) "no matter how much we want to help him reintegrate." You can do better than that. You know we *_can_* lift his lifetime of consequence so that he *_can_* peacefully and smoothly reintegrate. Start with advocating for change in our pencil-written law.

These are the sorts that make people hesitant to help the homeless fearing they are enabling an abuser when so many on the street are abused themselves. My daughter's all three was sexually abused by their uncle and then he got off with probation. Everyday I fight to keep sanity all I see as a devoted divorced father is my daughter's crying out for my help and I was working to provide for them. Why is he alive everyday my kids abused themselves we suffer a lifetime of evil memories. I was homeless and lived in a cement truck . No one cared for my girl's and definitely not me. I'm shocked at the lack of compassion in the comments. His crime was over 30 years ago. And this is something he struggles with. He was probably abused himself. Sexual assault is something you acknowledge and deal with, you never get over it, forget it, it's always there, and is the basis for your emotions and many of the choices we make. Many people that do this have had it done to them. I don't have answers. If it's never happened to you, count your blessings and show grace to those who have. We just need to treat people a little better because you don't know what they've been through and maybe still going through.

There's different levels. Like people who haven't done anything really that bad. There's also a lot of false accusations. Like that woman who accused Prince Andrew. Went after Alan Dershowitz and when she realized that she wasn't going to get paid she said she may have got it wrong.(she should be held accountable for trying to extort money) Bill Cosby got released. Or some drunk that regrets hooking up. Then there's the worst of the worst real rapists and chomos

so for anybody who doesn't know, a tier 3 sex offender has committed rape against either an adult or child. rapists and child abusers do not deserve a second chance in my opinion. he should never have been released to begin with. a few years in prison is not enough repentance for his crime.

This man is bad but we can't have him on the streets. You would be surprised how many kids and teens walk around at night. Personal experience has shown me that even if you are with friends they will ditch you if there's danger.

Curious what "doesn't excuse" mean these days to some. I do think we can rehabilitate people, and still prevent further offending. Sadly I guess some people use that to include going against the human being too.

Oh yeah, having them on the streets may cause problems...so the solution for that is either prison or death. No sympathy from me to these guys if it's about giving them a normal life back.
