Rome simply pointed that out in defense of being shamed (not in any way a prod) and then Stern did a dumb dodge by trying to pretend the question is in any way apt to the "have you stopped beating your wife" analogy. I don't know who is aware of this but the "Do you still beat your wife" line was not a reference to Jim Rome but is actually a legal saying. Essentially it is used as an example of the type of question you can't ask in court because the way it is asked assumes the guilt of the person answering. Mitch hedberg had a similar line in a joke "Have you ever tried Sugar or PCP". So basically Stern was accusing Rome of asking an unfair question.

When Stern saw the merchandising revenue that Jordan's success brought to the NBA, he made Jordan even more successful by telling the refs that if any defenders baggy shorts happen to brush MJ's skin, to blow the whistle and send him to the free throw line to pad his stats. Touch fouls became a new thing. Gone were the let em play physical 1980's. The game was so much better than. In the last 20 years, it's really gotten lame.
