Because in Spider-Man67 and the '82 version, the villains were only evil because yes, and in the animated series, they kind of like them. They gave more depth to the reason for their actions

Pretty sure by the 90s in the comics, Sandman was on his heroic time as an reserve member of the Avengers... or a member of Silver Sable's Wild Pack mercenary team (I think that once again they did a synergy and made him a villain again in the comics as the Sam Raimi Spider-Man 3 movie was coming) Either way, I think if he appeared, his story would've gone the same way, started as a petty criminal than later redeems himself
