It was a big risk for company as big as Microsoft to turn their core business around. Especially after he, as the one of the leaders of it experienced 2 major crisis in his turn. Remember, Apple was almost all in on the iPhone, Microsoft was the king in the tech world back then. They even had the best software for the smartphone at the time, but it's hard to go against 25+ years of legacy, this mistake isn't solely on him, it happened through the history, closest one to compare it to is IBM.

he is famous for laughing at iPhone for not having a keyboard and boast that MS sold more phone, etc (search for it if youre interested). then during his tenure, the microsoft mobile products died. he also made unfair deal with Nokia (to move from Symbian to Windows OS) that discouraged other cellphone manufacturers to use Windows and eventually left Nokia as the only manufacture using WINDOWS OS on mobile phone - less developers - then Nokia failed again. microsoft suffered its biggest disappointment during his leadership.... mobile phone product death..
