Its so funny how corrupt Baldurs Gate in the lore. But in game its shown as sunny place with sunshine and rainbows all the corruption is because of Gortash and Orin. No , that city was built by Balduran whos equivalent of Spanish raiders in America. Hes made so much money with it , came back with lots of gold , so much gold he couldnt store anywhere but buried them. This city is mostly under fog and costantly rains. Not sunny as it showed in game. Sure they let everyone in lower city or outer wall but if they dont have money , they cant enter every district. Flaming Fist are not polices but mercenaries who can easily be bribed. City cannot even be rival with Waterdeep where its population is like 200k's meanwhile Waterdeep has millions. So basically its a pirate city.
