I too thought it was Vegeta on second frame, but that's from the famous scene, "His name was KRILLIIIN!!!" a brust of ki prompting the sayan's bangs upward. The hair still concavely frames his face rather than that of the bare temples of the prince. Every sayan at one point had this sort of "exposure".

He kinda looked like Vegeta for a second 2.
