"bears" is a term used by gay men to describe a husky, large man with a lot of body hair. so, the joke is that ox king is a 'bear' and he is on a "'bear' cruise" and chilling with an actual bear person

I remember when the last episodes came out, Goku gave a speech symbolizing that they might not do anymore episodes, but then it ended with they were doing Season 4. However, after a time they announced that they changed their minds. After writing, rewriting, and rewriting the Bojack movie and getting nowhere, they were burnt out and felt it was better to stop before than began to resent Dragon Ball. Then DB Shortz and HIFL started coming out. They are different from the main show because they can write literally anything they want with the characters the created from the originals. They don’t have to make it fit pre-existing story lines and pre-existing video. As much as I wanted more, I respect that. And to be honest, I’m loving HFIL.

32:10 I could be mistaken, but I think Piccolo in a straw hat is a callback to the time they used some commissioned artwork for Goku's dream, where Goku and Piccolo were redrawn as One Piece characters. That's the only other place in DBZA I can think of a straw hat showing up, even if it was Goku wearing it at the time. Alternately, it could just be for scalp protection. Bald people really need to take care of their heads to avoid sunburn/heatstroke.

35:30 - In the Android 13 movie, older Gohan was voiced by Justin Briner, who portrays Deku in MHA. Deku is a HUGE All Might fanboy. Also, in the first Season 3 Kai episode, Gohan said he wished his dad was All Might lol

KaiserNeko has made jokes on twitter on how Ox King looks like a bear (basically a hairy and fat/buff gay guy), plus the pun of him with a literal bear (possibly dating ?), it's a joke easy to miss if you don't know about LGBT culture the song Gohan is humming is Zenkai Power, the first ending of DBZ and as for the All Might it's probably a reference to Kai Abridged where they mock MHA and Gohan said he wish All Might was his dad (so yeah Abridged Gohan is canonically a MHA fan) As for the ShortZ themselves : to be fair it never was meant to be connected to the Buu Bits since they weren't planned at first, Team FourStar just wanted to expand on their "universe" they created and the big gap between Cell and Buu saga is the perfect opportunity to allow character exploration

Goku's tail liked to come back at convenient times too when he was a kid. It came back during his fight against Giran during his first tournament, and came back off-screen during his training so he could work out his weakness.

Could also be that removing them at birth prevents them from growing back as opposed to losing them as they grow older. That's just one thought tho as you said, it could just be Toriyama forgot as he often does

The All Might pins are probably more leaning towards the Kai Abridged 3 and 3.5. In the moment Goku was recovering from the heart illness, he had the My Hero dream. Outside the dream Goku said, "I wished *I* was All Might." Then Gohan responded with, "I wished *my dad* was All Might." But yeah, there's a surprising amount of My Hero influence in the TeamFourStar content going forward... I wonder if it's more than One Piece and Naruto... But obviously none of those references can beat having actual Deku in their shows.
