It’s a reading copy for the archives not a collectible . It’s not treated like that

Those early issues were spiral-bound together, and obviously that copy of #1 has been removed from the bound volume. Notice the little holes along the spine. It's a wonder that it wasn't stolen at some point as its value soared.

Likely didn't see the need to keep file copies or copies in outstanding shape, at the time.

Why are the edges of Action comics #1 and Detective #27 perferatted like notebook paper?

Probably because those were copies for the company only, something that would have been passed around between editors and other staff members before they decided it was good enough to print for the general public. At that point they weren't editing the story anymore, they were mostly testing out printing methods and working out some sizing issues with dialogue and other things. I've seen a lot of old comics like that.

Benji Bay With detective comics Bill finger would give it to Bob Kane (Bill always did most of the work) who would give it to DC!

Benji Bay . It's more likely related to value and whether they even needed a file copy back in the day of publishing. Those are likely preproduction or anything like that, comic are looked at differently now compared to then.
