Hi everyone I hope this video helps if anyone's trying to get this cape its all in that area I was flying in it takes a long time for the collection to show up you just got to have patience and you will get it. I'm sorry if this video doesn't help but the area that i was flying its there the one you want to look for is the one with red tornadoes face and you got to have the DLC content.
