Cellphone manufacturers agreed to having a shutter sound on phones that can't be disabled to try to discourage this. These type of creepshots are a very real issue in Japan. Since the release of the original game a majority of prefectures there have had to pass laws to crack down on them. In 2020 that had to explicitly include schools and offices because creeps were finding ways to get around the law. So, a lot has changed in Japan since the release of the original game. It's not surprising that Capcom Japan doesn't really want their games associated with those weirdos.

@@82Jaster Yeah, not only has the social perception of 'funny creepshots' changed in Japan, Japan's rating system for sexual content in video games has also changed since the original release of the game, which is why you don't see boob jokes and panty shots in all ages content as much as in the 90s (where horny stuff in games just kind of seemed omnipresent). It's likely this was just done to avoid getting a higher age rating in japan, not because anyone complained or got upset.
