Funny thing You can go to the gunstore at the beginning of the game before helping Brad fight off Carlito in the food court and Cletus wouldn't have spawned yet, allowing you to take the guns available there

@@thecircleoft.e.d2121 exactly. That’s the game that first introduced me to him. Infact he’s still active in the Ace combat community today. I doubt he will be leaving us soon I mean he did the English voice for one of the characters in Judgment and lost Judgment.
