Flails weren’t quite that good. Most where thrashing flails. Literally a farming tool to thrash wheat. (Separate the bit you make flower with, from the part you turn into hay.) they where just made of a stick, tied to another stick. Basically a nunchuck, but with a long handle. They where used quite famously during the Hussite war, because the hussites where mostly peasant farmers and not soldiers. The military flails you talk about the the metal spiky ball, weren’t very common. Which means they probably weren’t very effective. Remember, medieval people weren’t stupid. They used whatever worked. If a weapon was rare, they meant it was unpopular. Probably because it’s actually hard to hit anything with them. The small ball does all the damage. And actually hitting a target that’s constantly moving with a very small ball on a floppy chain is very difficult.

Really glad you said something. I did look at it thinking "wasn't it too clumsy and unpredictable to be used safely in a battlefield?" Thats what I heard about it.
