Yellow and Blue Wolverine outfit definitely places it within a different continuity, so TVA shenanigans abound.

I think, and this is just me guessing here, D&W takes place right after the events of Loki S2. Also, and probably, the different "feel" of the TVA it's due to creative choices made to differentiate the TV property from the Film IP.
