In this week's Force-on-Force Fridays, retired Navy SEAL "Tosh" and retired LAPD Officer Teddy Williams talk about dealing with the police after a shooting.
One must consider many things when dealing with law enforcement after a shooting. This video brings some important points to light if you carry a sidearm.
We also run Myles through several scenarios to see how he reacts to police arriving on the scene.

I had the privilege of working with Teddy when we were active duty Marines, and when he was a Deputy Sheriff in Arizona prior to his many years at LAPD. A lot of experience shared in this video. Great to see Teddy still out there giving back to other operators/ officers. Always had a great time working and learning from Teddy.

In the first scenario the 2 commands were said so quick and for anyone involved in a shooting, processing that so quickly would be next to impossible. If an officer is going to respond that way, maybe more training before they can carry a gun.

Also when you're in the barricaded position your hearing these guys come on the scene or them announcing themselves that's when you say I'm here officer and have your gun pointed down as soon as he starts giving you commands to do so

Excellent advice!!! I really like the LE angle here! I also follow Andrew Branca at Law of Self Defense, and I’m quite sure he would highly caution you in regards to trying to detain a suspect as a civilian, especially since citizen’s arrest statutes vary widely from state to state, and if you wrongfully detain someone, you could end up with felony kidnapping charges. As much as we all want them to face their due punishment, it’s better as a citizen to get a good description than unlawfully detain someone.

Excellent presentation. I especially like the way Teddy not only covered what SOP is for an arriving officer, but also explained the importance of immediate compliance to an officer's verbal commands. Anyone the officer makes initial contact with will be perceived as a threat until verified otherwise.

One other point you’ll hear from LOSD, CCW Safe, USCCA, FLP, etc. is that you will likely develop diarrhea of the mouth, so be prepared to tell the officers that you want to cooperate fully but want to do so with the help of your legal counsel, even if it means spending a night in jail. Better than years or decades in prison. And the officers should fully understand, since they get the same treatment (plus usually a couple sleep cycles) after an OIS.

Speed of a bullet self defense. When bullets fly through the air, they do so at amazing speeds. The fastest bullets travel more than 2,600 feet per second. Explain how an unarmed person, confronted by a bad guy with a weapon or , baseball batt, knife, etc. A outruns a bullet. B has time to get the phone out. C has the calm or wherewithal to call law enforcement. The bullet travels over 1,800 miles per hour. To put that in perspective, it's amazing to realize that bullets travel over twice the speed of sound Explain how law enforcement is supposed to travel faster than a bullet traveling 1,800 mph to save a life. Even if they get a call. Sadly Innocent people everywhere are defenseless, when confronted by the bad guy . There is no superman or super hero like on TV faster than a speeding bullet to save the day. Why don't politicians who believe in firearm control give up their weapons and have body gaurds without weapons. This is why I believe in the second amendment and self defense. Please pass this message on to others.

I was a SoCal cop for about 20 years. Some thoughts...today many officers did not grow up around guns. They don't have a cultural appreciation/understanding of those with a 2A attitude. For example, when I went through the academy, we were told not to jam a business owner in the hood for carrying a loaded firearm on them to make a bank deposit. I don't think that mentality holds true today. Secondly, so much of what happens to someone following a shooting is determinant upon the subjectivity of the local DA. In Los Angeles County, you are probably screwed. In Orange County, a good shoot will be seen for what it is. I suspect that goes for Riverside County too. This location to location subjectivity exists throughout the country.

You’d think that in LA, but talk to Homicide cops who’ve presented numerous self-defense shootings to the DA; they RARELY will prosecute a victim despite either not having a CCW, or even being a convicted felon.

What about legal counsel. Lets say you have USCCA or Law Shield etc. Do you report right then and there? Do you ask the police to be allowed to call counsel before speaking to them? What about adrenaline dump. Do you ask for possibly go to hospital for evaluation before speaking to police? So many questions

After a shooting. After 911 next should be an attorney if situation and time permits. Tell LE after all is settle down the you wish to speak to an attorney.

I’m a CCW Safe & LOSD member, but also follow USCCA & FLP, and I don’t remember which one said it, (but pretty sure it was CCW Safe podcast) that you have no obligation to stay on the phone with 911, though they’ll try to keep you on, but you could hang up after making the report and then call legal counsel hotline (time permitting) to get the ball rolling ASAP. They also recommended having a bystander call 911 for you if possible to free you up to deal with that and reduce your chances of inadvertently incriminating yourself on the recorded line. Food for thought….

Two commands for a scenario you just walked into. It took you 1.4 seconds to say drop the gun twice. It takes a human being .25 to .5 seconds to make a decision under stress. Essentially the carrier had .8 to 1 second to hear you (with ears ringing from the shots), make a decision about what to do while still worrying about the bad guy who he only shot twice.. I can respect that you've had a ton of time on the job, but if you're training is only allowing someone who was just involved in a shooting 1 single second to make a decision before you shoot them, your training is wrong. When you raised your right hand you agreed to make your life secondary to all others. Your right to go home at the end of your shift is secondary to the needs of the public that you serve. You need more training bud. Most especially in de-escalation and non violent conflict resolution.

I think you need to take a deeper look at the video. The first scenario is an example of what COULD happen, that is likely a result of not receiving training (like they mentioned near the end of the video). If you are one of those people who can’t make life decisions under stress you also need more training.

I supervised Teddy for a period of time. I strongly disagree with his use of deadly force with the initial situation. When you give commands, you have to give the suspect/citizen time to process your directions. Emotions are high,ears are ringing and you are probably disoriented. Unless the officer has an immediate defense of life situation deadly force is not warranted. Experienced well trained officers will look to maintain a position of advantage with good cover and allow the citizen/suspect to mentally process your orders. I my thirty five years of experience most people generally comply. If they don’t then we use the appropriate tactics and if necessary the force needed to resolve the situation.

I love this and it was extremely informative. However, I am hard of hearing. What happens if I do not comply with the officer because I can not hear his commands? What can I do to avoid that kind of issue?

dude shot someone who definitely has his ears ringing within less then 1.5 seconds assuming you hear a command thats a half second or less to react .

Excellent work! The only thing I feel that needs to be added is this, be courteous, be compliant, but do not be over communicative. Obey the police instructions and follow commands. Do not be rude or combative. Identify yourself but other than clearly stating that you believed yours or the lives of others were in immediate danger DO NOT VOLUNTEER ANY OTHER INFORMATION! GET LEGAL REPRESENTATION. it will be against everything you might feel is right and the officers may not have any interest in pursuing charges but that is not their job, prosecutors bring charges and everything they record will be available to a prosecutor that wasn’t standing there, and may not have their same interests or motivations. Taking someone life no matter how justified carries the potential to change your life more than any other event in your life. Again you don’t have to be rude just clearly and concisely tell the officers that you’d like to speak with a lawyer before making any statement other than I believed my life was in danger and I defended myself. Any cop should understand that. Questions like where were you coming from, where were you going, how long have you been a gun owner, etc. these are all background statements that innocent as they may be can be used to infer intent, bias, state of mind. Just get a lawyer, don’t be chatty Kathy, get a lawyer.

I have been going over it and I would like to think I would just start first responder medical treatment on the criminal. Of course that is probably easier said than done.

Just remember first rule for first responders is scene safety. If the scene is not safe, then you should wait until the scene can be made safe (usually by responding officers) before attempting to render aid. (This thinking might be something good to vocalize with the 911 operator if you’re on the phone with them too - it shows you want to help but don’t feel safe to yet.)

Is it really a good idea to give 911 our description? Maybe the cop or dispatch misunderstood your description as the perp. If the call goes out “attempted robbery at X location. Person description”, that’s wide open for misinterpretation

All I have to say is you better be down for your shit. If you can't handle dealing with Suspects that are 6ft 250lbs than dont come on to the department. THE VERY REASON WHY ALOT OF DEPARTMENTS ARE SOFT IS BECAUSE YOUNG OFFICERS ARE BEING TAUGHT DANGEROUS STUFF THAT DOESNT WORK WITHIN THE POLICE CONFINES.

6:00 he literally shot Miles before assessing anything of the scene other than the downed person at the door. I get this whole fractions of a second matter, but he did literally the cop thing of trying to obfuscate, explain, and justify his actions. This shows you can't trust cops to act appropriately when encountering an armed citizen. I think the reality would be the armed citizen would have enough time to put down the assailant and clear the immediate vicinity before police arrive, and then make themselves appear non-threatening such as holstering and putting arms up.
