He did say justice will ultimately prevail. He had his death in mind all the time, which Light did not take into account at all. L's idea of "winning" is not the same as Light's. By killing L, Light made it clear to Near that he is Kira with certainty because nobody outside L's organization has the authority to grant that title to him. It's likely that L's instructions to Watari to delete all the data also prevented Light from ever finding out about Wammy's house. Near never needed more proof than that. It's just that he's a kid and wanted to win his own game his own way, instead of having Light gunned down by assassins as soon as he steps out of his HQ.
