The problem with that is Mxy is a childish god-like Reality Warper that is often tricked by saying his name backwards, but he more so chooses to go back to the 5th Dimension, whereas Bill is more of an egotistical Reality Warper that makes "deals" with those from the 3rd Dimension by having them shake his hand. I don't think Mxy will be so easily manipulated, but he can simply manipulate Bill.

Honestly, I think a more interesting. Matchup would be Bill AND discord vs Mxy And if it became an actual episode, it would be a direct continuation What I mean by this is during Bill and Discord’s battle around halfway through Mxy appears just to have some fun bill and discord wouldn’t actually team up but they would see him as a common enemy. Discord wants to defend his home from both of them, but Bill wants to control Equestria and he can’t do that if Mxy gets in the way. Essentially both agree to go back to fighting each other once he is dealt with a truce of sorts. And there would be an alternate version of discordant decipher where after discord tries to interrupt Bill’s verse instead it’s Mxy who interrupts him and starts dissing on both of them. It could go something like this. “Do you know what I’m capable of billions of years coming up with the stuff you’re not enough it looks like someone made you in the dark your spare parts and honestly, you smell like- be silent simple shape your lines are too linear or for my taste your jokes fall flat just like your face and you the pretentious Pegasus pretend to be pure chaotic but you’re about as dull as a circle” I’m not good at making lyrics. I tried to make it fit from what I can remember but I don’t think I did a good job lol it’s just a random example. I know for a fact that Brandon Yates and the others could do a lot better.

I think the most impressive thing about Bill is that, unlike all these other godlike beings who "come from higher planes of existence," Bill comes from a LOWER plane of existence. Mxyzptlk comes from the 5th dimension and has all this power partly as a result of where he's from, but Bill... Bill is from the second dimension. He's just LIKE THIS. He destroyed his own dimension (granted, on accident) because it was boring, and now seeks to infect higher realms, punching above his dimensional weight class with a concerning degree of success.

And this is Bill who is "infinitely weaker than he was prior" to weirdmaggedon. And Bill possesses real people canonically, he is driving people insane and trapping them in different worlds. Depends if Scaling even matters now that Bill can go to the Real World, like the ACTUAL thing. Meanwhile, Mxy can go to the Real World, but is weaker than beings like Perpetua and Dr. Manhattan, and both have never done 4th Wall Breaking jokes or interacted with the Real World. Even then, Earth-33 exists in the Orrery of Worlds, which is encompassed by the Bleed, which rotates through the 5th Dimension, which is below the Source Wall. If it does matter, I'd give it to Mxy due to DC's Cosmology. If not, I could see Bill taking this. Transcending "Fiction" in DC Comics is like going to Comic Book Limbo where Fictional Characters are "Real" or "Forgotten".
