this is an old way of contractual procurement system. generally in other systems the contractual value after confirmation of the design will be, 1'cost of the bare structure consist of foundation, brick works concrete flooring or r.c flooring etc, 2. labor cost for all semi interior works which includes ceiling, tiling, fixtures lightings, plumping etc only if the price fluctuates beyond control. the profit of the contractor will include in the total value of the contractual sum. hence the contractor will bare the responsibility of being the occupier in accordance to contract law. in the old system the owner takes part of the responsibility on his own. this is why designers becomes contractors in Kerala because its much easier. no much contractual responsibilities as per law
