Defence of Necessity

I've heard of situations like this, such as detectives running red lights because they're following somebody who they believe is a criminal and likely to commit a violent crime, cops using their cellphone while driving because they're trying to discuss a case or something with a supervisor, cops speeding with their lights and sirens on because they have to get to a call, people speeding through red lights because they're going to the hospital, people driving while on their phones because they're talking to 911, because in all of those situations it's necessary for those things to happen.
