Not necessarily, becoming the greatest hero could mean other things. For example a great hero sacrificing everything to save everyone makes him a great hero in the minds of everyone. He’s losing everything except the stockpile quirk and Blackwhip. But with that he can still be the greatest hero, saving everyone then rebuilding a new OFA in a safer environment for future users of the quirk. He’ll continue to strengthen it then pass it down, cementing him in the story as “the greatest hero.” As he saved everyone and created a new version of the Quirk to continue saving people even when he eventually dies.

Honestly, yeah. I just read the last 20 chapters today and throughout the whole time, I was desperately wishing for him not to end up quirkless. Not only is it cliché but it also makes all of his hard work and training seem useless. I could go on and on why I don't like it but it feels like a waste of time (unless someone wants to read it). Anyways, I noticed the build-up since All Might's fight with AFO, where he lasted long enough and also stated, "I realised now that you can still become a hero even if you're quirkless." But, Deku might get his quirk/quirks back because in chapter 423 he kinda fist bumps with Shigaraki, and there is blood from wounds on both sides. Either Shigaraki might have willingly transferred it as One For All, or transferred ALL the quirks as All For One since touch is needed for transfer of AFO. But don't get your hopes up.. it's more than likely he'll remain quirkless due to the heavy build-up. Eh, just theorising since the next chapter's coming in 3 days and i wanted to remember a few theories I have since it'll all be clarified in chap 424.
