Most of the western countries have average speed cameras on major freeways , which calculate the time taken from one camera to the next one. If someone drive fast they will reach the next point in less time and will receive a speeding fine.

I often wonder why they don't enforce that toll rule to prevent speeding in the US, on highways where it would work (like NJ or PA Turnpikes), and the answer is that people would rebel. Also, a question: in 2012-2016 I traveled NH-48 (I thought it was 8 but map now says 48) Jaipur/Delhi and it was 5-6 hours so what is the benefit of the new route if you're only going to Jaipur. 6 hours regardless.
