I carried 10 KG carry bag and 8 KG laptop bag along with checked in baggage. In India they don't check you carry bag, Also its not legal, some airline like Air Canada have put bag measuring tool where along with weight, they check height and width as well .. so at the end I feel there is a luck factor as well.
