The reason for the #10 screw in the top hole is that the top hole will not exit the baler from the inside. It will be behind another piece of steel, so the #10 screw is used.

An electromagnetic drill press is not required for drilling the holes. We used one so that we could ensure the holes were as strait as possible - a hand drill would have worked as well.
