Thanks for posting this, I was having such trouble. Can you only get Delphox with the DLC?

Yes. Before the DLCs came out however, they had a 7* Fairy Tera Delphox event that took place so many got theirs before the DLC released. You need to build up 3,000 BP in the Indigo Disk DLC to unlock Fennekin & five other starters to begin appearing in the Savanna Biome.
