Yes that is a detail that happpens the less HP in general you have so it creates more tension in the battle

It's basically an indicator of you dying If you pay attention, characters usually show signs of stress when dying (Like Ness and Paula shaking, Sans' eye twitching, and probably others) So it's basically made to put you in a stressful state.

Neither of those two are truly evil, though. Flowey is just Asriel without a soul, and Fell Sans seemingly has been scarred by the last human to fall down killing his friends and putting the underground into a horrible state. Remember what Fell Papyrus does at the end of the pacifist run here!

There's one more enemy in Waterfall before you find a save point. The last enemy is a mole, and if you miss that enemy, the genocide route will be aborted.
