A local government was created covering Disney-owned property, where Disney pays all the property taxes that support public infrastructure and services. It allows/requires Disney to build roads to their standards, operate water, sewer and electric utilities, trash and recycling services, fire & EMS services, building permits/inspections, meet environmental requirements, and lots of other services that government commonly provides. (I think they do not have their own police.) Those who live nearby do not have to pay for any of these services that Disney gets from that district. One advantage that Disney gets is the ability of that government to issue capital bonds (that I think operate like munis, so they can pay lower interest rates) for projects like roads, potable and waste water systems, etc. They still have to pay for everything, but they get the lower interest rates on any bonds that are issued. Nowadays, many companies get much sweeter deals from governments - often, they'll get a zero-property-tax-for-XX-years sort of deal, and the local government still has to pay to keep the infrastructure going...by taxing all the other properties.

This dates back to a special land use agreement signed decades ago. Disney essentially governed their own land and created two districts, one of them being “Reedy Creek” - think of it as a city council. Well, what Disney did here was pass legal documents onto the previous board who signed them giving Disney almost full reign over their land and giving the newly appointed DeSantis board very limited infrastructure abilities. Disney is their own government in regards to their land now, more so than before.
